At Davis Wright Tremaine, Cooper's legal work has spanned commercial finance, governance counseling, compliance, and collective bargaining. He has worked directly with organizations across the state, including Alaska Native Corporations and tribal health organizations, cities and municipalities, public and private companies, and nonprofit organizations. Prior to joining UA, he worked in private practice at Guess & Rudd P.C., a law firm with offices in Anchorage and Fairbanks. During his tenure as General Counsel, the UA Office of the General Counsel was recognized as a Patriotic Employer for its support of staff serving in the National Guard and Reserve.

A longtime Alaska resident, Cooper previously served on the Fairbanks North Star Borough Assembly, including two years as Presiding Officer. He has served on the boards of the Fairbanks Chamber of Commerce and the KUAC Friends Group, and is a member of the Rotary Club of Fairbanks. He earned his Juris Doctor from the University of Washington School of Law and his Bachelor of Arts from the University of Puget Sound. Cooper lives in Fairbanks with his wife and children.
