UA President's Scholarship Program Handbook

 


The UA President’s Scholarship Program (Scholarship Program or Program) is a discretionary scholarship program designed to allow the UA President to accommodate or supplement the needs of selected community organizations and students. The University of Alaska Board of Regents Policy 05.10.080(A) authorizes the UA President or designee to waive tuition or student fees when the UA President determines that such action is in the best interest of the University.

Organizations selected to participate in the Program must, in the sole judgment of the Program Administrator or designee, meet the following eligibility criteria:

  1. Be an organization that demonstrates the following:
    1.  A focus on encouraging its members or potential recipients to graduate from college and to strive for personal success and improvement;
    2. Support of marginalized or underrepresented student populations;
    3. An ability to nominate recipients with good potential for success at the University;
    4. That the organization’s mission aligns with the priorities of the University;
    5. That it has a neutral, fair, and unbiased selection process; and
    6. That its recipients will not be related to selection committee members.
  2. Complete an annual application by April 1 that addresses the above criteria and provides documentation outlining the selection process for recipients, any contracts or agreements the recipients or potential recipients enter into with the organization, and marketing materials related to the Scholarship or related events.

Participation associated with university-related organizations will be approved by the UA President. Memorandums of Agreement (MOAs) will be administered under their terms and conditions.


  1. Organizations will receive a Recipient Information Form, which must be completed and returned to the UA President’s Scholarship Program no later than 30 days after the recipient has been selected. The Scholarship will be forfeited if no form is received or the recipient’s information is not disclosed. The full legal name, date of birth, UA Student ID number (if known), high school graduation date, mailing address, phone number and email address of each recipient must be disclosed to the Program.
  2. The standard scholarship shall be $1,875 for each eligible recipient each regular semester, except where an existing Memorandum of Agreement directs otherwise.
  3. The scholarship may be used at any campus within the University of Alaska system. The recipient may transfer between campuses within the UA system, provided they maintain eligibility. 

To be eligible to receive and redeem a UA President’s Scholarship, a recipient:
  1. Must be admitted into a certificate or degree program the first semester following receipt of the scholarship or graduation from high school, whichever occurs later;
  2. Must maintain continuous full-time enrollment;
  3. Must maintain a cumulative grade point average of at least 2.5;
  4. Must be in good standing in accordance with the UA Student Code of Conduct (Board of Regents Policy P09.02.020 and UA Regulation R09.02.020); and
  5. Must meet University of Alaska Satisfactory Academic Progress requirements. (Satisfactory Academic Progress requirements are subject to changes in federal or state law and institutional policy. Scholarship recipients should contact their financial aid office for a complete written description of the Satisfactory Academic Progress policy or to ask any questions about the policy.)
Note: To graduate in four years with a bachelor’s degree, or in two years with an associate’s degree, most programs require students to complete at least 30 credits per academic year.

Official written notification of the scholarship will come from the Program Administrator or designee.

If the recipient fails to meet any of the requirements of Section 4 the scholarship will permanently expire.

The scholarship will be applied as a payment on the recipient’s student account and may be used for expenses such as tuition, fees, room, board, books, supplies, and other costs incurred for attendance at the University of Alaska.  

Scholarships may be used to pay for attendance-related costs in conjunction with approved National Student Exchange (NSE), Study Abroad and International Exchange programs. Contact your campus with questions about using the scholarship for Exchange Program expenses.

  1. Transferability. UA President’s Scholarships are not transferable to other individuals or recipients.
  2. Income Tax Treatment. Scholarship payments made under the Program may be subject to income tax reporting or withholding requirements. The Program and employees of the University of Alaska make no representations, expressed or implied, about the taxability of benefits received under this Program. The recipient is responsible for paying any applicable tax and should seek advice from his or her tax advisor.
  3. Correction of Errors. In the event a recipient receives an erroneous payment, the Program may recover the amount or may adjust any remaining amount due under the scholarship to correct the error.
  4. Availability of Funds. Payment of all scholarships is subject to the availability of funds as may be determined by the University President.
  5. No Additional Rights. Neither the establishment of this Program, the granting of a scholarship, nor any action of the University related to the Program shall be held or construed to confer upon any person any right to be or continue to be a student at the University of Alaska. Nothing in the Program shall be construed to expand a student’s rights beyond those provided in University policies and regulations.
  6. Amendment or Termination. The UA President reserves the right to terminate, discontinue, suspend, merge or consolidate this Program with other initiatives. This Program may be amended at any time, except that any reduction in benefits already awarded to recipients shall be approved by the President.

All disputes and requests for determination shall be submitted to the Program in writing. The Program Administrator shall issue a written response to such disputes or requests within 10 business days unless notice of extension of the response date is issued by the Program Administrator.  

Parties adversely affected by the response may appeal the decision to the University of Alaska Chief Financial Officer, or designee, in writing, within 10 business days of receipt of the decision. The appeal must state all of the pertinent facts and circumstances related to the claim and the desired outcome or action. The Chief Financial Officer’s decision will be issued within 10 business days of receipt unless notice of an extension is given to the claimant. The Chief Financial Officer’s decision is the University’s final decision on the matter. To seek judicial review, the claimant must initiate an administrative appeal in the Superior Court for the State of Alaska within 30 days from the date the final decision was mailed or otherwise distributed, as provided by Rule 602(a)(2) of the Alaska Rules of Appellate Procedure.

The laws of the state of Alaska govern the UA President’s Scholarship Program.
