Ongoing Issues A. Update on Teacher Education and SB 241 John Pugh, chancellor at the University of Alaska Southeast, and Melissa Hill, director of Alaska Teacher Placement, will update the committee on the status of teacher education and SB 241. B. Report from the Vice President for Academic Affairs Vice President Julius will update committee members on projects and issues of interest including academic master planning, accreditation, distance education, academic degree program references, and student loans. Committee members are also asked to review the materials regarding IT security and broadband in Alaska that are provided in the agenda by Chief Information Technology Officer Steve Smith. These can be found in Reference 19-21. Although not a discussion topic for this meeting, an update on the Technical Vocational Education Program, provided by Fred Villa, associate vice president for Workforce Programs, is included below: The University of Alaska has received a cumulative funding of $25.9 from the State of Alaskas Technical and Vocation Education Program (TVEP) in support of workforce development through career and technical education programs in the UA system. Allocations have been distributed with differing amounts to various campuses and programs at every MAU from FY01-09. Annual average distribution by MAU has been 56% to UAA ($1.6 million), 24% to ֱ($ 0.7 million) and 18% to UAS ($0.5 million). Programs that received the most overall funding were Allied Health, Information Technology, Transportation, Nursing, Early Childhood, and Process Technology. The TVEP funds have been utilized as One-time or initial start-up funds for new programs, acquisition of classroom equipment or upgrades, increase faculty and staff to meet the student demands for programs, and as Continuous to bridge grant or other soft funding of programs prior to a sustainable resources such as general fund. Guidelines for this funding clearly requests that exit strategies from this funding be considered to avoid TVEP funds as being perceived as entitlement for programs and assure availability for future start-up and expansion of campus workforce program initiatives. Other guidelines include: alignment with the Alaska Workforce Investment Boards recognized Priority Industries; alignment with campus priorities; preference for programs to support industry-education partnership programs; demonstrates ability to garner match funding. A formalized process has been established for requesting funds making the distribution process more transparent and predictable. Briefly, a Request for Proposals (RFP) season occurs each Spring which are routed through each MAUs Provost Office for priority ranking prior to submitting to the Office of Workforce Programs at Statewide. The UA Workforce Development Budget Committee review the campus-prioritized requests for adherence to the guidelines and alignment in the UA system established through the RFP process, then makes recommendations to the President for allocating funds. In FY10, in addition to MAU representatives, the Executive Director for the Alaska Workforce Investment Board will join the review committee for an additional statewide perspective. Prior to FY2009, allocations of TVEP funds were at the discretion of the UA systems office for equitable distribution between programs and campuses based on internal and state priorities. In FY09 legislation limited the distribution flexibility previously exercised by statewide with specific ranges of investment to entities within the UA system. This is an issue when needed system priorities conflict with distribution ranges.
