Ratification of President's Suspension of Step Increases and Approval of Increase to Cost of Living Allowances The President recommends that: MOTION "The Human Resources Committee recommends that the Board of Regents: 1. ratify the president's suspension of annual step movement for regular exempt and nonexempt nonrepresented staff as implemented by the March 23, 2008 amendment to University Regulation 04.05.043.B.1.; and 2. authorize the president to implement a COLA of up to 4.5 percent for regular exempt and nonexempt nonrepresented staff for FY09, making such amendments to University Regulation 04.05.043.C. as needed to do so. This motion is effective April 18, 2008." POLICY CITATION Regents' Policy 04.05.040 - Salary Structures - states: Salary structures for designated employee categories will be established and set forth in university regulation. The board must approve salary structures and any cost of living or other adjustments to the structures, except as provided in P04.05.041 - 04.05.044. Methods for placement and movement will be established in university regulation. Regents' Policy 04.05.043. - Regular Exempt and Nonexempt Staff, states: A. Regular exempt and nonexempt staff will be compensated in accordance with university regulation. B. Annual cost of living adjustments will be provided in accordance with university regulation. C. All recipients of annual in-grade salary increments will have at least a satisfactory or higher performance evaluation. University Regulation 04.05.043 - Regular Exempt and Nonexempt Staff, states: Placement and movement for exempt and nonexempt staff will be on the staff salary schedule as maintained by the Statewide Office of Human Resources. Salary schedules for non-represented employees will be established following consultation with the appropriate governance groups. B. Movement 1. Annual Step Movement Effective July 1, 2008, annual step movement is suspended. Subject to the provisions of this regulation, annual step movement is in relationship to the employee's anniversary date (leave accrual day/month) and will occur on the anniversary date, provided that the employee's most recent performance evaluation within the year prior to the anniversary date is satisfactory or better. Failure by the supervisor to complete the performance evaluation in a timely manner will not prohibit appropriate step movement. C. Cost of Living Adjustment (COLA) Annually, the Board of Regents will review the staff salary schedule. Annual COLA adjustments will be applied to the staff salary schedule, not to exceed 2 percent, and subject to funding availability, based on the Consumer Price Index (CPI) as reported by the Alaska Department of Labor and Workforce Development. (12-09-04) RATIONALE AND RECOMMENDATION Monies needed to fund annual step movement (Step Increases) for regular exempt and nonexempt nonrepresented staff have been removed from the universitys appropriation bill. The administration anticipates that a roughly equivalent amount of funds (2.5%) will be appropriated and will augment the 2% grid/COLA adjustment in the original bill. President Hamilton recommends and requests that the board ratify the suspension of staff step increases and authorize the payment of an appropriately augmented grid/COLA. IV.
