Approval of Establishment of the University of Alaska Need-Based Financial Aid Program The President recommends that: MOTION The Academic and Student Affairs Committee recommends that the Board of Regents establish the University of Alaska Need-Based Financial Aid program as presented. This motion is effective February 16, 2006. RATIONALE/RECOMMENDATION President Hamilton and Assistant Vice President Oba will lead a discussion on UA's need based program proposal. Understanding the critical nature financial aid plays in making college accessible to all Alaskans; it is proposed that the Board of Regents establish the University of Alaska Need Based Financial Aid Program, a systemwide program that will be administered and applied in a uniform and consistent manner at each MAU and/or campus. The following program requirements are recommendations from students, staff, faculty, and the board. Students must meet all of the following requirements to be considered for the UA Need Based Financial Aid program: 1) Alaska resident as defined by UA (see R05.10.05) 2) Admitted and enrolled as a UA undergraduate, in any degree or transcripted program* 3) Must be within first 60 college credits (including UA and transfer credits) 4) Enrolled in six or more credits 5) Have submitted a completed ֱ to determine need eligibility by April 15th. 6) Maintain Satisfactory Academic Progress (SAP) *Future program eligibility may be based on state needs and/or UA priorities. Update on Financial Aid Outreach Efforts College Goal Sunday (CGS) On February 12, 2006, Alaskas College Goal Sunday event provided free assistance with completing applications for college aid to students and families across the state. Alaskan financial aid professionals who understand Alaskans unique needs were on site at College Goal Sunday events in Anchorage, Bethel, Fairbanks, Homer, Juneau, Kodiak, Nome, Palmer, Soldotna, and Tok and helped Alaskas students apply for college financial aid. Last years program was a tremendous success: 150 volunteers; 700 students and families served at seven locations throughout Alaska. February ֱ Frenzy (FFF) The University of Alaska officially recognizes February as Financial Aid Awareness Month. Throughout the month UA financial aid officers host events and trainings on campus and in the community in which students are helped to complete their Free Application for Federal Student Aid (ֱ). Like the College Goal Sunday program, FFF was introduced last year. Together CGS and FFF have contributed to help increase the number of ֱs received by UA by 1310 a 9.4% increase between September 2004 and September 2005. B. Update on Long-Term Enrollment Outreach This is the third year of producing the UA view book, one of our long-term planning efforts to engage Alaskan students and their parents in the college planning process. This years view book was mailed on January 23, 2006 to 11,200 Alaskans aged 14 to15 years of age. A letter to the parents or guardians of these students from President Hamilton precedes the view book by approximately one week. The Presidents letter informs parents the view book will be mailed to their child and invites them to sit down and discuss post-secondary options. A second letter, from AVP Oba was sent to Alaska's high school counselors informing this constituency of the view book; courtesy copies are included with that letter.
