Update on Performance Based Budgeting Reference 3 President Hamilton will present a brief status report regarding progress toward implementing performance based budgeting (PBB). The primary goal in implementing performance based budgeting at UA is to have a robust tool to help communicate, drive and measure our progress toward strategic priorities, as stated in the Board of Regents' Strategic Plan 2009. In the last year there has been considerable PBB implementation progress at the system and MAU levels. First and foremost, PBB principles are a common part of each MAU’s budget process. Almost everyone throughout the system understands PBB is a standard in budget decisions. However, continued attention is needed before everyone is conversant at using the performance based approaches as a planning tool. Reference 3 provides a recent status report and a discussion document presenting the next step toward fully implementing performance based management and budgeting approaches. IV. Full Board Consent Agenda A. Approval of Academic Degree Programs Reference 4 Provosts Reichardt and Kassier will present information regarding the request for approval of academic degree programs. Graduate Certificate in Dietetic Internship – UAA The President recommends that: MOTION "The Academic and Student Affairs Committee recommends that the Board of Regents approve the addition of the following academic degree programs: 1. Certificate in Medical Assisting - UAF 2. Certificate in Safety, Health, and Environmental Awareness - UAF 3. Certificate in Instrumentation Technology - UAF 4. Graduate Certificate in Dietetic Internship – UAA This motion is effective April 13, 2005." B. Approval of Deletion of Engineer of Mines Degree Program at the University of Alaska Fairbanks Based on the 2002-03 program assessment at UAF, Provost Reichardt recommended elimination of the Engineer of Mines (EM) degree. To develop critical mass in the mining programs, there must be a focus in the instructional efforts. With no students and graduates over the past four years, the EM program is a step in this process. The faculty senate deleted this program in January 2005. The President recommends that: MOTION "The Academic and Student Affairs Committee recommends that the Board of Regents delete the Engineer of Mines degree program at the University of Alaska Fairbanks. This motion is effective April 13, 2005." C. Approval of Revisions to Regents' Policy 04.04.040.A.1.e.(1) – Appointments of Distinction for Faculty Current policy provides for very specific and lengthy titles when honoring exemplary faculty. This policy change eliminates these titles reducing this honor to "Distinguished Professor", irrespective of the faculty members area of expertise. Upon the recommendation of the Faculty Senates and Faculty Alliance, the administration recommends revisions to Regents' Policy 04.04.040.A.1.e.(1) as follows. Revisions are indicated by strikeovers for deletion and capital letters for addition. e. Appointments of distinction for faculty. (1) Distinguished and University Professors. Tenured appointment as Distinguished Teaching Professor, Distinguished Research Professor, Distinguished Service Professor or University Professor may be made by the President, SUBJECT TO A PROCESS OF REVIEW AND RECOMMENDATION ESTABLISHED BY THE CHANCELLOR OF THE MAJOR ADMINISTRATIVE UNIT IN WHICH THE FACULTY MEMBER HOLDS TENURE. The President recommends that: MOTION "The Academic and Student Affairs Committee recommends that the Board of Regents approves revisions to Regents' Policy 04.04.040.A.1.e.(1) regarding distinguished professors. This motion is effective April 13, 2005." D. Approval of Revisions to Regents' Policy 10.05.03 – Residency Requirements Reference 5 With student mobility and distance education increasing across the nation and in Alaska, Regents' Policy should reflect a more student-centered approach that recognizes the need to provide for student graduation from programs not fully attended at a specific campus. The proposed policy change moves the current credit hour residency requirements to regulation such that students may be provided waivers in exceptional circumstances. The President recommends that: MOTION "The Academic and Student Affairs Committee recommends that the Board of Regents approve revisions to Regents' Policy 10.05.03 – Residency Requirements. This motion is effective April 13, 2005." E. Approval of Revisions to Regents' Policy 10.06.01 – Program Review Reference 6 By its terms, current Regents’ Policy 10.06.01 dealt solely with a one-time assessment of university functions. The assessment process was solely budget-driven and runs in excess of 8 pages of detail, complete with specific dates by which certain steps were to be completed. The contemplated assessment culminated with a one-time recommendation to the Board of Regents for Fiscal Year 1995. The current policy thus has no further applicability. The proposed change brings the university into compliance with accreditation standards and is consistent with procedures in practice today. The President recommends that: MOTION "The Academic and Student Affairs Committee recommends that the Board of Regents approve revisions to the title and text of Regents' Policy 10.06.01 – Program Review. This motion is effective April 13, 2005." V. Ongoing Issues A. Update on Activities Related to the International Polar Year Reference 7 Chancellor Jones will update the committee regarding activities related to the International Polar Year. B. Update on Revisions to University Regulation 10.04.06 – Accreditation Reference 8 There has been an increase in the number of "nationally" accredited higher education institution recently (as opposed to the traditional regional accrediting bodies such as the Northwest Commission). This has occurred in part due to the growth in private for-profit institutions. The proposed addition provides guidance for acceptance of credits from such institutions. C. Update on Needs-Based Financial Aid and Outreach Reference 9 Associate Vice President Sfraga will provide updates on progress to date regarding the development of a needs-based financial aid program and on the university’s continued financial aid outreach, education, and awareness efforts.
